your totally allowed to dance in public, unfortunately according to DC Law "Demonstrating by dancing" is not legal, and the TJ memorial is, according to DC law which is put in place by the Fed, not a public domain. Not sure why people don't protest the fed or the law makers instead they insist on instigating the cops and making them look bad...
